UNV TERMS OF REFERENCE

Preamble:
This post is a United Nations Volunteers assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.
The United Nations Volunteers is the UN Organisation that supports sustainable human development globally through the promotion of volunteerism and mobilisation of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer actions in all its diversity.
Volunteerism is diverse and is embedded in all cultures and traditions. In this context, as a United Nations Volunteer you are encouraged and expected to relate to local volunteerism and to be identified with the concept. You are expected to regard your national colleagues as peers and together uphold trust as volunteers among yourselves and within the communities and the organisation you are assigned to.

UNV Post Title: IT Specialist
Duration: One year initially
Duty Station: Delhi

Description of Duties:

Under the overall supervision of Advisor (DM) & Dy. NPD (GOI-UNDP DRM Programme) and technical guidance from Manager- Information Technology (IT), the incumbent would perform the following duties :

? Formulation/Conceptualization of ICT/GIS applications for the GoI-UNDP Disaster Risk Management Programme and its implementation at various levels.
? Coordinate with all nodal persons, agencies and stakeholders in institutionalizing the ICT/GIS Programme in respective administrative and network levels.
? Organize training and orientation Programme at the National and States levels for smooth running of ICT/GIS programmes.
? Development of Technical documents [Manuals and SOPs] for all modules.
? Identify the resource institutions and collect contents from various sources fore ICT/GIS application in disaster management.
? Promote partnership with private, corporate, NGOs, Government and other agencies and stakeholders working in the field of disaster management to establish a network for Information sharing at the national and state level.
? Promote the ICT/GIS for development and disaster risk reduction agenda by organizing various seminars, workshops, consultations and advocacy campaigns in collaboration with various partners and stakeholders.
? Any other task assigned by the Supervisor.

The UNV will be responsible for:

UNV would be assisting in the development of a GIS platform for the India Disaster Resource Network and other IT initiatives of the National government in the field of Disaster management




Results /Expected Output:

? ICT/GIS applications for the GoI-UNDP Disaster Risk Management Programme formulated/conceptualized.
? Various training and orientation programmes organized at the National and state levels for smooth running of ICT/GIS programmes
? Technical documents (Manuals and SOPs) for all modules developed
? Partnership established with private, corporate, NGOs, Government and other agencies and stakeholders working in the field of disaster management.

Qualifications/Requirements:

? Graduate in Information Technology/Computer Science. Masters in Computer Applications would be preferred.
? 3-4 yrs professional experience in designing and managing of information systems.
? Experience in a supervisory position will be preferred .
? Familiarity with disaster management systems at national and state levels and experience in emergency management would be desirable
? Prior experience in working on government projects would be preferred.
? Indian nationality.
? Volunteer spirit


Computer skills:
? Software & Hardware skills pertaining to Windows NT/2000 Server, SQL Server, .ASP, HTML, other web technologies, MS Office, Arc View, Arc Info and Arc IMS is required


Language skills:
? Good knowledge of English and Hindi

Brief Project Description:

Disaster Risk Management Programme of Government of India-United Nations Development Programme [UNDP] aims to contribute towards the social and economic development goals of the national and state Governments enabling them to minimize the loss of development gains and reduce vulnerability to natural disasters. The vital output of this programme is multi-hazard risk management and sustainable recovery plans at village, Panchayat and Districts levels with community participation in some of the most multi-hazard prone districts and states, and strengthening institutions responsible for sustainability and replication of these efforts. The Project will help boost local capacities to address disasters through an integrated approach for reducing socio-economic and environmental (including natural hazards) vulnerabilities. At the national level this Programme seeks to provide support to the Ministry of Home affairs to set up institutional framework for disaster preparedness, prevention and mitigation.

In the context of disaster risk management, Information and communication technology (ICT) tools are widely being used in decision making and effective disaster management.UNDP assists the Government of India in establishing an India Disaster Resource Network (IDRN) portal at national, state and district level. This is a tool for emergency response aimed to optimize the coordination of relief activities. The programme also envisages to facilitate a network of institutions for knowledge sharing. A knowledge based portal is also being designed for knowledge networking in the area of disaster risk management.

An IT Specialist with broad expertise in communication and GIS technology; clear understanding of the applications of ICT/GIS in disaster management and institutionalized at the ground level; with leadership, management, coordination and networking skills is required.

Promotion of Volunteerism
? As a UN volunteer, familiarise himself/herself with the concept of volunteerism by reading relevant UNV publications and taking active part in UNV activities.
? Network with local voluntary organization(s) and build relations.
? Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.
